What Is the NDEB Equivalency Process for International Dentists?

The NDEB equivalency process lets internationally trained dentists qualify for licensure in Canada. The National Dental Examining Board of Canada (NDEB) runs it. There are three stages. Each one tests a different skill.

The three stages are:

  • Assessment of Fundamental Knowledge (AFK) — a written exam on foundational dental sciences and clinical knowledge
  • Assessment of Clinical Judgement (ACJ) — a written exam on how you apply clinical knowledge to patient cases
  • NDEB Clinical Examination (NDECC) — a clinical assessment of your hands-on skills in a simulated environment

You must pass each stage before moving to the next. Pass AFK and you can sit ACJ. Pass ACJ and you qualify for NDECC. Clear all three and you are on the path to Canadian dental licensure.

Some dentists also pursue other pathways. These include the Advanced Dental Admission Test (ADAT) and Canadian and US University Bench/PLA exams. ACE Courses prepares students for all of them.

The NDEB Equivalency Pathway — Stage by Stage

Step 1 — Assessment of Fundamental Knowledge (AFK)

The AFK is where most international dentists start. It tests oral biology, pathology, pharmacology, and restorative principles. Pass the AFK and you unlock the ACJ.

Step 2 — Assessment of Clinical Judgement (ACJ)

The ACJ puts you in clinical scenarios. You read patient cases and make evidence-based decisions. This exam is not about memory. It tests how you think. ACE Courses gives you 3 full mock exams plus a radiology mock. You get detailed report cards and 1:1 coaching sessions after each one.

Step 3 — NDECC Clinical Skills (OSCE)

NDECC tests your hands. You are assessed on patient management, procedure execution, and professionalism. ACE Courses runs clinical skills training 6 days a week. Our facility uses A-Dec equipment — the same standard as NDECC. All instructors are NDECC-cleared. Plans are available for 1, 3, and 6 months.

Step 4 — NDECC Situational Judgement (SJ)

The SJ tests your professional judgement in real dental scenarios. ACE Courses gives you 8 full mock exams and 1:1 discussion sessions. You get 12-month access to all materials. Most competitors give you 3 months. We give you 12.
